What we achieve
CO2 PACMAN supports Mediterranean islands in developing integrated and participatory pathways towards climate neutrality. Working in the pilot islands of Brač, Crete and Elba, the project brought together public authorities, research institutions, local stakeholders, citizens and young people to assess territorial greenhouse gas emissions and uptakes, identify local priorities and co-design feasible transition solutions.
Building on previous Interreg MED experiences, CO2 PACMAN combined scientific assessment, stakeholder engagement, open innovation and scenario visualisation within a common and transferable methodology. This process led to the development of climate-neutrality scenarios, territorial roadmaps, digital tools and practical resources that can be adapted by other Mediterranean islands and coastal territories.

CO2 PACMAN Toolkit
The CO2 PACMAN Toolkit is designed to support Mediterranean islands in developing locally grounded pathways towards climate neutrality.
Tested in Brač, Crete and Elba, it combines territorial GHG assessment, stakeholder engagement, participatory activities, open innovation and scenario development. The Toolkit guides public authorities and local stakeholders from the analysis of emissions and uptakes to the co-design of feasible actions and Climate Neutrality Transition Roadmaps.
What is the CO2 PACMAN Toolkit?
The Toolkit brings together the methods, activities and resources developed throughout CO2 PACMAN for climate-neutrality planning. It helps islands connect scientific evidence, territorial knowledge and stakeholder priorities within a structured transition process.
How does the Toolkit work?
The methodology follows a progressive process:
- assessing territorial GHG emissions and uptakes;
- mapping stakeholders and local governance networks;
- engaging citizens, young people and local organisations;
- identifying territorial challenges and innovative solutions;
- developing and visualising alternative transition scenarios;
- validating priority actions through participatory Labs;
- translating the results into territorial roadmaps.
Each phase provides evidence and inputs for the following one, ensuring continuity between assessment, participation and planning.

CO2 PACMAN Tool
The CO2 PACMAN Tool is an interactive assessment and visualisation instrument developed to support evidence-based and participatory climate-neutrality planning.
Starting from the territorial GHG balance, it allows users to explore emissions and uptakes, select possible transition measures and compare alternative scenarios across key sectors. By translating complex data into accessible visual representations, the Tool supports informed discussion among public authorities, stakeholders and local communities.
Climate Neutrality Transition Roadmaps
How to transform climate neutrality ambitions into realistic, territorially grounded, and implementable transition processes?
Output 3.1 translates the evidence, local priorities and solutions developed through CO2 PACMAN into tailored transition roadmaps for Brač, Crete and Elba. The roadmaps identify locally relevant actions and provide a practical framework to support their implementation towards climate neutrality.

AskYourCitizenOnCaN
The AskYourCitizenOnCaN platform presents the results of the citizen survey on climate neutrality conducted across the three pilot islands. It makes citizens’ perceptions, priorities and attitudes towards the transition accessible through aggregated data for Brač, Crete and Elba, supporting a better understanding of the social dimension of climate-neutrality planning.
CO2 PACMAN Interactive Stakeholders Map
The CO2 PACMAN Interactive Map visualises the stakeholder ecosystem developed throughout the project. The platform supports stakeholder visibility, cooperation continuity, matchmaking, and future transferability.
Open Innovation Collaborative Platform
The Open Innovation Collaborative Platform supported the connection between local island challenges and external innovators, SMEs, startups, research actors, and solution providers. It was used to facilitate the open innovation process and to support the transition from territorial needs to practical solution opportunities.
Open Innovation Catalogue and Challenges Platform
This platform presented the Open Innovation Catalogue and the challenges connected with CO2 PACMAN and related collaborative initiatives. It supported the communication of local challenges, proposed solutions, and innovation opportunities in a structured and accessible format.
