Greenhouse Gas Balance (GHG)

The Greenhouse Gas Balance (GHG) is a core component of the CO2 PACMAN Assessment Phase, the early stage of the project. It provides a transparent and scientifically robust baseline of each pilot island’s emissions and uptake. Developed in line with the Intergovernmental Panel on Climate Change (IPCC 2006 Guidelines and 2019 Refinement), it quantifies the main sources of anthropogenic emissions and natural uptake across key sectors, including energy, transport, waste, agriculture, land use, forestry and industrial processes.

By integrating reliable island-specific data, the GHG Balance identifies emission hotspots, supports evidence-based decision making and provides the baseline data required for the CO2 PACMAN Tool and scenario modelling. It also enables each island to monitor progress over time, compare sectoral impacts and design targeted climate neutrality strategies and transition roadmaps.
