CO2 PACMAN Output 1.1 Toolkit for the Development of Climate Neutrality Scenarios is a practical guide designed to help islands move toward climate neutrality in a clear and structured way.
The Toolkit brings together data on greenhouse gas emissions, local knowledge and participatory activities to support communities in understanding where emissions come from and what can be done to reduce them. It was tested on the islands of Brač, Crete and Elba and combines scientific analysis with interactive labs, citizen engagement and scenario assessment.
Through workshops, surveys, youth involvement and visual tools, the CO2 PACMAN Toolkit helps public authorities and stakeholders imagine different transition pathways and choose realistic, and feasible actions. It offers a replicable approach that other islands and coastal territories can adapt to design their own climate neutrality roadmaps.
CO2 PACMAN TOOL
The CO2 PACMAN TOOL is the core assessment and engagement instrument developed within the Interreg Euro-MED project COoperation and CO-designing PArtnership for CliMAte Neutrality (CO2 PACMAN), aimed at supporting Mediterranean islands in their transition towards climate neutrality. The TOOL was created in response to a shared challenge across Mediterranean islands: high dependency on external energy sources, strong tourism seasonality, exposure to climate risks, and fragmented planning processes. Addressing climate neutrality in these contexts requires integrated strategies that connect mitigation, adaptation and local development. The CO2 PACMAN TOOL was designed to provide a structured framework that combines scientific assessment, scenario modelling and participatory planning.
At its core, the tool enables the calculation and interpretation of the territorial Greenhouse Gases emissions and uptake. Starting from this baseline, users can explore alternative transition pathways by selecting and combining different solutions. The sectors include energy systems, buildings, mobility, water and waste management, industry and land use.
The main objective of the tool is to enhance institutional capacity, improve the quality of local climate planning and foster shared ownership of the transition. It supports public administration in defining integrated strategies, it helps stakeholders to understand the consequences of different policy choices and encourages the active involvement of local communities in shaping their climate neutral future.
Ultimately, the CO2 PACMAN TOOL aims to make climate neutrality measurable, transparent and achievable. Tested in the pilot islands of Brač, Crete and Elba, it provides a transferable model that can be adapted to other Mediterranean islands and coastal areas, promoting coordinated and evidence-based pathways towards climate neutrality.

The CO2 PACMAN Interactive Map visualises the stakeholder ecosystem developed throughout the project. It includes actors involved in Rooting Labs, The Island I Would Like Labs, Youth Think Tanks, Open Innovation activities, the Valencia Business Forum, and other project-related actions. The platform supports stakeholder visibility, cooperation continuity, matchmaking, and future transferability.
Open Innovation Collaborative Platform
The Open Innovation Collaborative Platform supported the connection between local island challenges and external innovators, SMEs, startups, research actors, and solution providers. It was used to facilitate the open innovation process and to support the transition from territorial needs to practical solution opportunities.
